Fuel cell pick up tube question

The pick up tube in my fuel cell looks like 3/4 line is this normal? It seems large since we are running much smaller fuel line.
Also does anyone know if the pickup tube should have a 'pocket' around it in the bottom of the tank? Or just stick it under the foam and don't worry about it?
