Lola T324 SV question

Working on a customer's car yesterday. Had to remove the "V" brace under the engine and noticed the small, long bolt going through the large hole in this brace. All held together with a weird arrangement of washers on one (!) end so small nut won't go through large hole.

Any ideas what's really supposed to be in large hole (about 2" long and 5/8" bore)?

I'm thinking a bushing of some sort but have no idea.
