Secondary carb throttle plate not vertical

Every so often I think to check this and occasionally have to adjust the pedal stop a bit. This bring the primary throttle plate vertical (at WOT) and the linkage brings the secondary plate vertical. Now, WOT makes the primary plate vertical but the linkage leaves the secondary plate noticeably short of vertical. I can reach down with my finger and move the linkage (or the plate itself) to where it needs to be, but can't do it with the pedal.
Jake and other references tell you to ensure the plates are both vertical at WOT, but don't tell you how to adjust if they are not. Any suggestions?
