2 stroke frustrations

I don't think this fits in any of the usual categories. I have a Go-ped scooter that I use for a padlock bike. One of the originals, more than 20 years old, but hardly used. It's a 49cc 2-stroke with a walbro carb.

A couple of years ago it wouldn't start, and I had the local lawn equipment company work on it, and for about 60 bucks it ran like a champ for about a year.

Now it starts ok, but try to give it full throttle and it bogs - like it's either not getting enough fuel or it has an air leak. Nothing seems amiss int eh carb (although it is a fiddly thing) and the muffler isn't restricted.

Any ideas?
