Note in particular Newgarden's comments on the new aero... I have no doubt that from where he and his colleagues are sitting the new package feels great but I predict racing (not lap times) on street/road circuits will suffer as a result of increased df. Likely this will serve to flatter mid-fielders who will find themselves more competitive with the usual suspects at the front... should mean more FCY laps!
