Extra load location into Formula car!

I know that some of you have a lot of experience in road racing mainly in Formula car. I’d like to ask to you a technical advice. We race with a F1600 VanDiemen formula car and the series rules permit a race load of 1125 pounds minimum. So we have to add about 20 pounds ballast into the car to get the race ready weight of 1150 pounds, the weight repartition is 44% (front) 56% (rear). The car is continuously understeering in entering corner. In the team, we have different thought about the weight repartition. Is it better to locate the extra weight in front into the crashbox or close the center of gravity? Some people say into the crashbox to improve the weight repartition and some others say close the center of gravity to have a lower polar moment of inertia. What do you think about that, we are really confused? If a car is understeering, isn’t it caused by too much load on front tires? Am I wrong?
