What is a roller

Question, what is normally included when the description "roller" is used for a formula car ?? I would guess frame, suspension, body panels, wheels (?), etc... understand it does not include the engine, but what about all the gauges, seat, fuel cell, fire system, belts, full wiring, plumbing, transaxle, etc....
