Safety wire on Oil Tank Cap?

Is this normal?



I cut the safety wire and attached a safety pin.



Then I discovered mine is RFT. First time I'm checking the oil, etc.



I'm strong and I don't want to rip the whole thing apart.



Mine takes a 5/8 wrench at the top and I assume the small cap comes off?
